Two laws had prevented access to “tele-abortions”. A 1978 law required abortions be “performed” in a “clinic or hospital”. Penalties included a third-degree felony and the loss of medical licence. A 2012 law required doctors and patients to have an in-person meeting “in a private room”, where mandated information was shared at least 24 hours before an abortion.
